Retrieving bibliographic date information from fetch #50

iso.org now provides bibliographic dates for every document (sometimes incomplete):

ISO 34000 (https://www.iso.org/standard/77019.html):

(Document is in progress, so it is labeled AWI, stage 20)

ISO 8601-1:2019 (https://www.iso.org/standard/70907.html?browse=tc)

(Notice this is missing information for stage 20, this is because the original document ISO 8601:2004 was registered in stage 30 immediately [i.e. stage 20 was skipped])

@ronaldtse seems this issue duplicates https://github.com/relaton/relaton-iso/issues/51 These dates relate to stages. We don't have a date for a stage in grammar yet.
