Unable to fetch "ITU-R BS.1534-1" #55

@ronaldtse we don't have ITU-R BS.1534-1 in the relaton-data-itu-r. There is ITU-R BS.1534-3but it's reference is ITU-R REC-BS.1534-3. I've tried to check if the document ITU-R BS.1534-1 exists on https://extranet.itu.int/brdocsearch/ but it seems the site isn't available. It returns this message:

@andrew2net I have sought help from ITU-R, let's wait for their reply.

I remember that link was not reliable (I think it’s the same one you sent me some time ago) Why not use https://extranet.itu.int/brdocsearch/R-REC/Forms/folders_inforce.aspx?

This page does contain the document: https://extranet.itu.int/brdocsearch/R-REC/Forms/folders_inforce.aspx

It's just that the search doesn't.

I guess the best way for us to find this document is to cache the full list of documents, then we can find things faster without needing to hit the search.

This issue is related to the facility provided in #45 .

@ronaldtse there isn't document ITU-R BS.1534-1 here https://extranet.itu.int/brdocsearch There is ITU-R BS.1534-1
