Crawler fails to install libcurl4-openssl-dev

https://github.com/ietf-tools/relaton-data-rfcs/ and https://github.com/ietf-tools/relaton-data-ids crawlers are failing to run because of an error in "Run sudo apt-get install libcurl4-openssl-dev" step.
