We should go through each third-party endpoint to re-issue and send new PDAs.

Service message parameters

The new PDA should be sent to the third-party endpoint as an Awala service message (aka OutgoingMessage), using the following parameters:

Type: application/vnd+relaycorp.awala.pda
Content: The new PDA serialised, plus the first-party endpoint certificate and the private gateway certificate.
