When checking out with PayPal, and then closing the browser tab / window for paypal.com, the email for gift memberships is created and sent to the person who was filling out the form, even though they did not successfully pay.
I also tested with our custom payment processor. If I enter an test CC number that validates but that then gets declined, the gift codes are not sent via email.
