[x] Upgrade and Migrate to React18(or React19 RC)
[x] Migrate to Vite
[x] Fix test runner(30/30)
[x] Switch Jest to Vitest
[x] Upgrade to Storybook v7 or v8
[x] Upgrade to Prettier v3(or v4)
[x] End of life (EOL) for Node 18
[x] remove react-scripts
