Get packages from a repo, including lerna monorepos #1

Here's a quick spike of aggregating packages given a repo. Definitely in need of some refactoring, but I'm assuming script is a bit of a scratch pad right now.

The npm release/rights process! I took some time working on this, figuring out and reverse engineering the npm api, but didn’t get a chance to get it out before the holidays. Will get back to it soon tho!
