Add tools/build info to file that gets cloned. #20

All the environment/build info is currently here: https://github.com/remay/tmf-hudl/wiki/Tools-and-Environment-for-building-TMF-Custom-ROM

We should maintain a copy of this (or perhaps instead of this) in the main repo so that instructions for using the repo are cloned with it.
