fix non-fossil feedstock emi

Fixes non-fossil (biomass and synfuels) emissions from plastic waste incineration and non-plastics feedstock use having non-zero emissions in q_emiTeMkt, when they should be carbon-neutral.

And I think this change requires changes in reportEmi as vm_emiTeMkt changes which is used for calculating Emi|CO2|Energy, while the emissions levels below that are calculated bottom-up. But we can tackle that after the test runs.

PkBudg500 seems quite unaffected, so probably not too much changing for people with standard PkBudg scenarios, which is also good.
