I could certainly be missing something, and I would be happy if that were the case.
IANAL, but I would also point out that you can't simply add a license to this repo either. Relicensing code requires the consent of every contributor, which is why many organizations use CLAs, and there appear to be several dozen contributors, most of them being single line fixes or similar. Perhaps it is possible to delete those commits from the history (or just revert them) in order to reduce the number of people who would need to sign off on properly licensing this code, but IANAL.
As it is, all three of these "stacks" appear to be a legal quagmire, a hazard for anyone that uses them. Once again IANAL, but it doesn't seem to matter that these repos are "meant" to be templates, if there is no license for anyone to use them. If Remix has consulted with a lawyer and come to a different conclusion, it would be great to expand my understanding of how this stuff works.

Steps to Reproduce
Check the repo and all surrounding information. This code has no license.
Expected Behavior
There should be a license, otherwise all of this code is automatically "all rights reserved" under US law, as far as I'm aware.
Actual Behavior
This code is unlicensed and inappropriate for anyone to use.
