NOAA OI SST V2 changed to high-resolution #187

The 1-degree NOAA OI SST V2 dataset ended in February 2023 in favor of a new 1/4-degree product (NOAA OI SST V2 High Resolution Dataset) processed from 1981 to the present.

Solution is part of Branch GDR-G. Adding OISST v2.1 to all data products will be part of #204
