SWOT: all range_ku_mle3 values set to NaN #194

The configuration in rads.xml had an add_offset of 1300e3 (m) for range_ku_mle3 for all altimeters. This obviously did not work for SWOT. Hence all range_ku_mle3 values were set to NaN.

[x] This has now been fixed in rads.xml, as per commit 3676fe7.
[x] The SWOT data is all being inserted again into RADS.
[x] This should be completed by early UTC-morning 26 April 2024.

All SWOT data has been updated and uploaded, along with the fix for issue #195
