Show "arrived" text longer when vehicle arrives #175

When vehicle eta hits 0, currently we flash 'arrived' instead of just 0 seconds. We should keep that 'arrived' label up longer That way you can verify that a missing bus passed you, instead of the app just dropping it somehow. Also, once you board the bus/train, you want the vehicle number to setup the next arrival.

Something around 10-30s would be nice to hold the arrived label for.
