Actual Regionalization #195

We need to figure out how to do actual regionalization for the app so we don't have to distribute different versions for different regions.

Fixed the way MetroAppUtil Works to allow for proper regionalization. I need to actually get a location at the beginning and decide how to proceed by loading the proper database and whatever, but the annoying part is done.
