Explicitly list 0 arrivals to a destination somehow. #214

You can't tell if there's no arrivals to a destination, eg. last bus has gone.

But many lines only run some of the time. You wouldn't want to display a thing for every line that wasn't running.

So figure it out.

Maybe one additional element in the bottom row that lists all the not-running lines?

Of the lower display window.

This should have been part of dev_3. So now it's going on backlog.
