RouteColor and StopLocation is still hardcoded into LaMetroUtils

We removed most of the regionalization, but we still manually set the RouteColorer and location translator for MetroUtils.

I don't think we actually use StopLocation any more. But the statically-set RouteColor is still the only way we get route colors.

Obviously, that doesn't work for agencies other than LaMetro.

This is one of those funny features that devs add, where it's totally useless, but looks cool, and still takes a lot of back end functionality to work. Let's do it.
