Region swap service #298

We need something to run in the background and detect when to swap in agencies.

I guess we have the option to have it only run once in a while. But occasionally-updating would be nice.

Consideration should be given to whether it can be ported to iOS easily.

Also, make sure to tell the user when agencies get swapped in/out.

So, we've got a thing that does this. It runs like once a minute when a region is requested.

It doesn't tell you anything about it, though.

Ok, autodetect thing works.

I'm wrapping "show current agencies" up into the other issue. Closing.
