Add dusk-textured theme #1562

Created alternate theme based on the existing dusk theme; this new alternate version, named dusk-textured, has the following changes:

Removed orange highlights in favor of blue to make the theme monochromatic
Added subtle textured pattern to header background
Fixed footer to the absolute bottom of the page
Made text size smaller
Made line-height larger
