Add ability to set seed ratio limits, per tracker.

I need to set a seed ratio of 1/1 for some websites, and 1.25/1 on others.
Currently, I need to do this by changing each torrent from the trackers that I
want to have different than default, which is a lot of work at times. If there
was a way to specify ratio limites by tracker, then I could set this up once
and be done with it.
