Add language support for templates #12

User can defined language by #+LANGUAGE: <lang> in the header. Then search for language specific template files from directory templates/<lang>, and fall back to default one if not found. The #+LANGUAGE is also used by org-export-default-language. The Chinese related template files locate in templates/zh. I think, user can add their own translation easily.
