Better way to calculate statistics #31

One issue with the statistics system is that something can unrealistically go from 100% to 0% when just one more person joins Lagunita. For example, the first 23 people are perfectly happy, until the population reaches 24. If there is no saloon, then the happiness will immediately drop to 0%. Since this affects the housing stats, it can happen that this also starts an oscillation between 23 and 24 people. Statistics should go gradually down when more people join and the required facilities are not present.

I'll close it as there have been no external complains that the jumps in the statistics are a problem.
