support for removing mingw32

I removed mingw32 from my /etc/pacman.conf since I have no need for it.

How can I make pacboy never try the mingw32 version so I don't need to always add :x?

https://github.com/msys2/pactoys/pull/6 will change default translation to the current active environment.
