Check new .obo ontologies against existing terms, like neuroLEX #26

we need to check that we're not making new ontology terms for entities which already exist in an ontology, like basket cell morphology in NIF: http://neurolex.org/wiki/Category:Basket_Cell_Morphology

Figuring this out is something Catherine, Maryann can help with. I am very against making new ontology terms in a new namespace (HBP_XXX) unless we absolutely have to.

And ideally, we'll be adding terms to an existing namespace, like NIFSTD, etc.
