Right-Click Popup menu does not appear for blocks entending below initial screen size

What steps will reproduce the problem?
1. Add blocks so that they extend down below initial screen size (you need to 
scroll)
2. If you try to right click on the block that are below the initial size
the popover menu does not appear

What is the expected output? What do you see instead?
You should see the popover appear when you right click on any block anywhere on 
the screen.

What browser are you using?
Firefox
