moved templates from render-engine to cookiecutter #5

Hey thanks for adding this... There was some confusion which I take blame myself on.

Not all of the templates need to move over as there are some templates that we want to be in the base installation of render engine. These are the things that are needed for render_engine to run correctly. A good example of this is something like the SiteMap and RSS templates.

The interesting thing is those are going to also be moved to modules int he future but they aren't going to be in the init template.

Unfortunately I can't merge this as there are way too many files that have been changed up. I'm going to close this and the issue and I will make new issues that we can divy up and work on.
