We need the ability to flash custom firmware from a standard RSE laptop. These laptops are running Windows 10 and are locked down & secured. We need to create a flashing guide so anyone can flash a custom firmware from a RSE laptop.

[x] Flash Pixhawk 4 with custom firmware using RSE Laptop
[x] Flash ModalAI Flightcore with custom firmware using RSE Laptop
[x] Write official flashing guide for RSE Laptop
[x] Transfer guide to SRA wiki

Got custom firmware flashed onto Pixhawk 4 board using RSE laptop. Documented manual steps needed in Notion.

Guide is complete. Ran through with @lincolnb-rse. Successful setup. Transfer to SRA wiki needs to be done.
