How does the Make file build for different boards (and targets for each board) #19

We need to determine how PX4 is utilizing the Makefile and configuration files for the different boards.

Acceptance Criteria

[x] Determine what configurations options are set in the *.px4board and what system they are targeting (CMake, Make, Ninja, etc..)
[x] Determine if any additional configuration files are set for specific boards. Right now *.px4boards seem to be the key.

An entire build flow diagram for PX4 would be helpful here. Probably a Visio or Excelidraw diagram that you can see an overview all the way down to specific branches.
