Native Windows compatibility #12

Replace Cygwin with native Windows code, if not too much work. Requires a copy of Windows and a copy of Visual Studio.

What about the new shell in Windows 10 Creators Update?

dcf77pi works fine in the Linux subsystem shell of Windows 10.
