[x] make the " dst" (and "leap" ?) light green when the time offset switched succesfully (i.e. at 1:00 AM UTC)
[x] guard the ncurses buffers against window resizing etc (redraw completely each minute or upon SIGWINCH)
[x] give better hints in case config.json is missing (instead of bailing out from json_object_from_file)

item 1 was already in 2013/2014.

Item 2 mostly works, sometimes making the xfce4-terminal smaller results in static text not being redrawn, but resizing it again helps.
