RA8M1: MOMCR register configured incorrectly #325

Issue

In RA8M1 projects bit 4 of MOMCR is erroneously cleared, potentially resulting in main oscillator instability.

Workaround

Apply the following patch to RA8M1 projects:

fsp_patch_ra8m1_modrv_register_v5.0.0.zip
