Mixed RSRQ with RSRP (66 %, 33%). Matching quite well. Discussion with CN to use RSRQ only.

It's too easy to reach 100% (perfect). Very low values are hardly reached. References: MM values and a mobile phone

First change with scale 90% (formerly 80%) and max. RSRQ of -8 (formerly -10)
