That's not right. You should not change the file in stage1, since it is for all hardware. Instead, the change should only be applied as a patch at the last stage, specific to our module. Only remove the lines related to video: HDMI and PAL. Can also remove infrared, since it is not relevant. Everything else should stay. You don't need to mention any ticket (or the absence of it), since that is a public repo.
