Keeps moving when scrolling in a scrollable div inside a div. #27

What steps will reproduce the problem?
1. Div within a div with the inner div scrollable.
2. When you scroll, it keeps moving.  It will only stop when right clicking on 
the mouse.
3.

What is the expected output? What do you see instead?
It should not move when scrolling on the inner div.

What version of the product are you using? On what operating system?
10rc1
