Renovate not running jobs on newly installed gitlab repos

Describe the bug

same as renovatebot/renovate#3926, Renovate not running jobs on newly installed gitlab repos (not onboarding PR, no config file creation)

Did you see anything helpful in debug logs?

N.A. (not self hosted)

To Reproduce

Add renovate bot on a gitlab.com project, nothing happens.

Additional context

I installed the renovate app on my gitlab.com repos but I'm not receiving any onboarding (MR, by the way PR are for github see Comparing confusing terms in GitHub, Bitbucket, and GitLab (2017))

And the dashboard remains empty, no error or stale status display:

The dev user and the webhook are both present.

I did not plan to open an issue but the naughty bot locked the previous issue and hide my comment here https://github.com/renovatebot/renovate/issues/3926#issuecomment-547823679 :(

I hid and locked the old issue. It’s a bad idea to comment on old and closed issues as your comments are more likely to be missed. How long ago did you do the installation?

@rarkins I'm sorry I missed your question 20 days ago. In fact Renovate is not running jobs on newly installed gitlab repos, it is doing it only after one commit is pushed.
