GitLab service down #21

GitLab.com added a new per-user rate limiting that has brought down the Renovate hosted service. The bot can't possibly service the number of users/repositories we have while staying within a regular user's API rate limits. We are trying to reach out to GitLab.com for a path forward but I do not predict anything happening quickly.

GitLab removed the rate limiting after 2 days, now closing this.
