Support for Scroll Savant wizard feat #2

Would like to suggest supporting the 10th-level wizard feat Scroll Savant, which allows the wizard to create temporary scrolls each day.

The conditions seem pretty hard to implement, i will do my best.

version 1.8.0 now supports Scroll Savant and all its conditions.
