feat(providers): adding Publicnode Bitcoin RPC support #827

Description

This PR adds the Bitcoin RPC support for mainnet bip122:000000000019d6689c085ae165831e93 and testnet bip122:000000000933ea01ad0ee984209779ba to the Publicnode provider.

How Has This Been Tested?

Integration tests for the Publicnode provider were updated.
