modify 4plus can carrier to do the following add'l tasks:

[ ] carry a high lift jack "off road base" or reasonable facsimile (upside-down in the bottom of the carrier)
[ ] carry a 5lb narrow Worthington propane tank
[ ] improve cable routing to the license plate light
