This PR changes the installation script to use GitHub Pages instead of Google Cloud Storage. With this change, the hosted scripts will automatically been in sync with the main branch without any human intervention or credentials required.

Can't we just get GitHub to fix nvidia-docker on Codespaces? It'll be a shame if step 1 of a Codespaces talk is "Codespaces is broken so run this script".
