adding VarSkip2 primer #203

Can be used right now via -r varskip2 --primerV VarSkipV2

@replikation thx! I remember that @oliverdrechsel run into some issues w/ I think this BED file and needed to tweak it a bit to actually work with the ARTIC pipeline.

(if I am not confusing this w/ another primer set @oliverdrechsel )

As far as i can tell the changes we needed to do are also implemented in the bed file here. To me it looks fine.
