Revert "Allow splash screen window to be resizable" #70

Reverts replit/desktop#68

I've decided that we should hold off on this until we've implemented the new home page mocks, which will have to be on a different page anyways, thus requiring a new build.

Therefore, we can keep the current splash screen a fixed size as is and update to be dynamic sizing once we've landed those changes

Yes sounds good. Looking at the Figma mocks linked in the other issue it seems that we won't do the splash-screen anymore at all (spawn new window etc.) and instead keep a single window and navigate inside of it, so we'll have to figure out how to migrate users.
