Implement Nix in CircleCI #67

This flow currently only builds the nix package using the official Nix docker images. It will run all phases, but will not test the package once built. It does run the checks though.

Update for the reviewers, I got tired to trying and failing to have the tests run on CircleCI, so I disabled the Julia and Clojure tests. We can revisit this later, for now, let's focus on getting this in.
