Tinyproxy: fixed up init script and created missing folders #349

The missing folders and bug in the init script meant that out of the box tinyproxy wouldn't. Now it does. This is my first RPM spec file change, so I may not have achieved these things the "correct" way, so I'm happy for feedback.
