Merge libproxy subpackages into libproxy #807

The goal is to have at least libproxy-client and libproxy-backend track the libproxy version (mainly also for the libproxy https://github.com/libproxy/libproxy repology list to contain proper data for openSUSE Tumbleweed

Yes, but there's no need for a separate file for it. Please do a single line rule in 800/lib
