If possible, it would be nice to accomplish this without setting cookies. I've been spending a lot of time working on tools to enable sites to comply with the upcoming GDPR regulations in the EU, and this would have to be disabled until a user accepted cookies on their computer.

Anyway, it's a wishlist item.

If you're talking about the __cfduid cookie then it does not store any personally identifiable information, says Cloudflare. And as such the cookie is probably not subject to the data protection regulation.
