Don't investigate skipped tests #55

@Shakevg this behavior is not configurable yet. Given that RP doesn't auto-analyzes skipped tests, it's not reasonable to investigate each run. I prefer to not investigate skipped tests by default.

If some users will come back to us, we will introduce option in configuration.
