add french language #3476

I would like to add a new language, French, to ensure that RepertPortal supports this language. By incorporating French, we can cater to a wider audience and provide a more inclusive experience for French-speaking users. This addition will not only enhance accessibility but also foster better communication and understanding across different linguistic communities.

You can create your own PRs to the default develop branch. Some time ago we received a PR from the community for the Chinese language. You can find our suggestions for adding a new language here.
