Simplify build & tests of Reqnroll #62

This PR tries to make steps for making the contribution easier:

easier & faster build of the project
easier local test executions (fast, straightforward, no self-locks)
faster test execution

This is work in progress, currently the following steps have been made:

[x] Changed Reqnroll.TestProjectGenerator to target netstandard2.0
[x] Created a concept of "system tests" -- the (in the future only) tests that run end-to-end tests for Reqnroll

Types of changes

[x] Refactoring (so no functional change)
