[Bug] permissions does not work correctly

Actual behavior

I have an user that report issue, after verifying our configuration, it seems that the permissions system is having issue.

With the following:

This user cannot edit path that starts with /communication/graphic-design.

The user can only edit path that is /communication/graphic-design

Expected behavior

This user can edit path that starts with /communication/graphic-design.

The user can also edit path that is /communication/graphic-design
