Migrate CI to GitHub Actions #162

Migrate CI away from Travis to GitHub Actions. Bumps the min Python version to 3.6 to match the current supported Python versions.

Tests ran successfully with https://github.com/jborean93/requests-kerberos/actions/runs/1392565904. They won't run in this PR because no workflow has already been set up.
